Is this mini Dodge Tomahawk the correct use of stimulus checks?

When it comes to crazy concept cars, nothing compares to the Dodge Tomahawk, which was unveiled at the 2003 Detroit Auto Show as a motorcycle powered by a Viper 8.3L V10 engine. Dodge built nine of these motorcycles for customers, but for those who didn't get around to buying one, Road & Track found a miniature version sold through Alibaba in China.

The Mini Tomahawk is a motorcycle about half the size of the original and does not feature a Viper V-10 engine. According to the ad, it has a 150cc single-cylinder four-stroke engine capable of revving up to 8,000 rpm. The motorcycle follows the four-wheel layout of the original Tomahawk, but each wheel is close together, allowing it to enter corners like a normal motorcycle. Power is sent to the rear wheels via a CVT and chain drive.
